MEASUREMENT AND VERIFICATION
Energy saving is the absence of energy and cannot be directly measured.Measurement and Verification (M&V), carried out by a certified measurement and verification professionals, is the process of planning, measuring energy consumption, gathering data and evaluating savings delivered by an Energy Conservation Measure (ECM). As the savings for energy cannot be measured directly, it is determined through the comparison of actual measured consumption pre and post implementation of project ECM.
The Regulation & Supervision Bureau (RSB) for Electricity and Water, a Dubai regulatory body, which developed a local M&V protocol in line with international practices, mainly International Performance Measurement and Verification Protocol (IPMVP), has indicated the multiple purposes of M&V, as follow:
- Increasing energy savings;
- Documenting financial transactions (e.g. as part of performance-based contracts);
- Enhancing financing for efficiency projects (by increasing credibility);
- Improving engineering design and facility operations and maintenance;
- Managing energy budgets;
- Enhancing the value of emission-reductions;
- Supporting evaluation of efficiency programs; and
- Increasing public understanding of energy management.
